Outbound Prospecting Engine: Sourcing, Scoring and a Compliant Call Queue

What is a Outbound Prospecting Engine?

An outbound prospecting engine finds businesses that match your ideal customer every night, scores them with transparent rules, removes anyone who can't legally or sensibly be called, and gives each rep a prioritized queue with a one-screen brief — so the day starts with dialing, not list-building.

The problem

What goes wrong without it

Outbound teams burn the first hours of every day building lists, looking people up and arguing over who calls whom. Lists go stale, the same companies get called twice, and nobody is sure whether a number is on a do-not-call list.

The input

  • Your ideal customer profile: industries, size, signals and exclusions
  • Business data sources (e.g. Google Places, your own CSVs)
  • Do-not-call data and your internal suppression list
  • Rep seats and calling hours
The workflow

How it works, step by step

Outbound Prospecting Engine workflow
  • System / integration
  • Output
  • Human step
  1. System / integration

    Nightly sourcing

A scheduled job searches a rotating set of cities and categories within a hard nightly and monthly spend cap.

  2. System / integration

    Resolve and enrich

Records are deduplicated against everything already known and enriched with public business details.

  3. System / integration

    Transparent scoring

Each business is scored with written, versioned rules against the ideal customer profile. The rules are readable; nothing is a black box.

  4. System / integration

    Compliance gate

Numbers are checked against do-not-call data and internal suppressions, and quiet hours by time zone are enforced before a record can enter a queue.

  5. Output

    Daily queue and brief

Each rep gets a prioritized queue and a daily brief. Each record carries a short call card: what we know, why we're calling, likely objections.

  6. Human step

    Human-placed calls

Reps dial from a browser softphone, one call at a time per seat and per lead, enforced by the database.

  7. Human step

    Dispositions

Reps log outcomes with keyboard shortcuts. A do-not-call disposition suppresses the number immediately.

  8. System / integration

    Next-best rules

Callback and retry rules decide who is called next, so no lead is called twice by two people or forgotten.

The output

  • A ready call queue each morning, deduplicated and compliance-checked
  • One-screen briefs for each call
  • Clean disposition and callback history per business

The integrations

  • Google Places API
  • Twilio Voice (browser softphone)
  • Neon Postgres
  • Render (nightly cron and web service)
  • National Do Not Call Registry area-code data

What the AI does, and what people do

The AI

  • Drafts call-card copy (opener, hook, likely objections) from cited evidence, validated against compliance rules — built in our research tooling; the live dialer currently uses rule-based briefs
  • Summarizes public evidence about a business into a few lines a rep can read before dialing
  • Scoring, eligibility and queue order are deliberately rule-based, not AI, so they can be audited

The human

  • Defines and approves the ideal customer profile — a license or a category alone is not a fit
  • Places every call; there is no predictive dialing, no AI voice and no voicemail drops
  • Records every outcome and approves every follow-up email
Business impact

What changes when it runs

  • Reps start the day dialing instead of building lists
  • No double-dials, no lost callbacks, no calls to suppressed numbers
  • Spend on data is capped per night and per month

We describe impact qualitatively until we have measured numbers. Verified figures appear on case studies only.

Who it's for

  • B2B sales teams doing outbound calling to small and mid-size businesses
  • Owner-led sales teams that want structure without an enterprise sales stack

Not a fit if…

  • Consumer cold-calling or any calling that relies on autodialers
  • Teams looking for bought lists to blast

Architecture

The engine is two pieces. A nightly job does the heavy work — search, dedupe, enrich, score, gate — and writes the next day’s queue. A small web app gives each rep a seat, a queue and a softphone. Both share one database, and the rules that matter (one active call per lead, suppression on do-not-call) are enforced there rather than in the browser, so they hold even when two reps click at once.

What building it taught us

  • A category is not a customer. An early batch of several hundred contractor-license records looked like pipeline and wasn’t: a license says nothing about whether a company runs a sales team. The ideal customer profile now requires evidence of the selling motion, not just the category.
  • Rotation matters. The first version kept surfacing the same companies at the top of the queue. Queues now rotate and age.
  • Fail toward “ambiguous,” not “retry.” A job that stalls mid-run marks its records as ambiguous for review instead of pushing them back into the queue, where they could be called twice.

Outbound Prospecting Engine in practice

Built in-houseLive: Running in production for a real business today.

Building Our Own Outbound Prospecting Engine and Dialer

A nightly sourcing, scoring and compliance pipeline that hands each rep a ready call queue, plus a human-operated browser dialer — built so our own sales day starts with dialing, not list-building.

Questions

Outbound Prospecting Engine: common questions

Is this a dialer?

It includes a simple human-operated softphone, but the value is upstream: the list, the scoring, the compliance gate and the brief. It can also export a queue to an existing dialer.

How do you handle do-not-call rules?

Records are checked against do-not-call data and internal suppressions before they can enter a queue, quiet hours are enforced by time zone, and a do-not-call disposition suppresses a number immediately. Specific treatment should be confirmed with your own counsel.

Beta: SMS follow-up and re-engagement run in our own businesses. The automatic AI voice callback is in development and is not live yet.

AI Lead Response

An AI lead response system replies to every new inquiry within seconds, asks the qualifying questions you would ask, books a time with a person, and keeps following up until the lead answers or opts out — then hands a qualified, summarized lead to a human.

Beta: Applicant intake and screening run live for Certified Contracting. Outbound messaging is waiting on Meta app review and carrier SMS registration.

AI Recruiting Engine

An AI recruiting engine takes applicants from recruiting ads, asks only the screening questions their application didn't answer, rates each requirement with the applicant's own words as evidence, and books qualified people into interviews. A person makes every hiring decision.

Built: Built into our internal sales tooling and tested; not yet running on live client calls. Real-time, during-the-call coaching is a concept, not a feature.

Sales Call Intelligence

Sales call intelligence transcribes consented sales calls and reviews them against your own playbook — discovery questions asked, objections handled, next step set — so a manager gets a short list of coaching moments per rep instead of hours of recordings. It supports the manager; it does not replace coaching.

Coming soon: In development for Certified Leadz's own line. Not live yet — we'll change this label when it is answering real calls.

AI Receptionist

An AI receptionist answers the business phone line first, identifies itself as an assistant, handles routine questions, captures who is calling and why, and transfers the call — or books a callback — when a person is needed. Every call ends as a logged record with a summary.
